... Heavy rain possible Christmas evening...
A broad area of low pressure will track east through the Ohio Valley and into the Appalachians on Sunday. This low will then intensify as it tracks northeast along the coast to just west of New York City Sunday night... and then through New England on Monday. With strong lift and abundant moisture ahead of this developing system... a period of moderate to heavy rains will be possible across the region Sunday evening and through the first half of Sunday night. About one to one and a half inches of rainfall are expected during this time... with locally higher amounts across the higher elevations well north and west of New York City. These rainfall amounts will likely cause some minor flooding in urban and poor drainage areas... with a few of the smaller creeks and streams rising above bankfull.

... Periods of moderate to heavy rain will occur over portions of the tri-state region through this evening...
A low pressure center developing over the Maryland area will track north northeastward overnight. Rain... well ahead of this system... has already moved into the local region and will become moderate to locally heavy at times through this evening. This will present US with some localized urban and poor drainage flooding problems. Rivers and streams in the area will remain well within their banks however some of the flashier smaller streams and creeks will see some significant rises to near bank-full.
The rain will become less intense and more scattered about after midnight in response to the low moving by to the north.

Now A moderate to occasionally heavy rain has moved into the tri-state area. The heaviest rains are expected up until midnight...with one-half to three-quarters of an inch of rainfall possible. Brief heavy downpours may result in urban and poor drainage flooding during the evening. Keep a safe distance between your vehicle and the one ahead of you...and lower your speed in heavy rainfall due to poor visibility and to avoid Hydro-planning.
