Fire Marshalls do many things. Gennerally they respond only to confirmed working house fores or any large scale incident. They basically help the chief in command and help coordinate efforts between mutual aid departments. I belive, but i am not entirly sure, they also do some press relations.
Sounds like your describing a Fire coordinator. The Fire Marshals respond to the scene to investigate the cause of the fire and usually work together with SCPD Arson.
Interresting...I actually found out that the duties of Fire Marshals vary from town to town. Apparently Babylon, Smithtown and Brookhaven, the Marshals do the fire investigations and call in Arson if needed. The Marshals in these towns are Peace Officers and make arrests.
In Islip and Huntington the Marshals have no status and do not investigate fires as they are not trained by the towns to do so. Islip sends a guy to document damage to a building and Huntington sends a guy to assist with whatever the chief or Fire District Fire Marshal needs help with.
Suffolk County Fire Marshals have jurisdiction in County Buildings only and are Peace Officers as well. The County Marshals Office also has a K-9 unit that responds out with the Arson Squad if requested.
Never knew we had Marshals out here but very interesting how the jobs vary by town.
